Can Biloxi Municipal Clerk Enforce Mississippi Laws Arbitrarily?

Mississippi Law says:
  • Mississippi Voter ID Laws

On Election Day, you will be required to show photo identification at the polling place before you can vote.
If you cannot show your photo ID when requested, you must cast an affidavit ballot and return within 5 days with appropriate identification.
However, Mississippi Business Journal reports:

  • Biloxi Municipal Clerk Stacy Thacker tells The Sun Herald no resident will be turned away on Election Day if they don’t have an ID, or if their name can’t be found on the rolls.\
